Tim Manning, OBC, ICD.D
Board Chair
Tim Manning is a retired Executive of RBC Royal Bank with more than 40 years of experience in the financial services industry. Tim was born in Montreal, Quebec and graduated from Stanstead College and Bishop's University. He has been involved in a number of community organizations/boards and is currently a member of the Concert Income Properties, a Governor of the Greater Vancouver Board of Trade, a member of the Board of Trustees for the Canadian Athletic Foundation and a member of the BC Chapter Executive for the Institute of Corporate Directors. For his active role in the community, Tim was awarded the Order of BC in 2017, the Queen Elizabeth ll Diamond Jubilee Medal and the H.E. Miskiman National Leadership Award - Junior Achievement of Canada in 2013, and is a member of the Mississauga Hockey Hall of Fame

Donisa Bernardo
Donisa Bernardo recently retired as financial secretary for the Hospital Employees’ Union, having held the position for 12 years and served on its Provincial Executive since 1998. Donisa sits on the Municipal Pension Plan as a trustee since 2001. In 2014, she was appointed by the Municipal Employees Pension Committee as primary trustee, representing all unions on the MPP Board. She currently serves as chair of the Benefits Committee, and as a member of the Appeals Committee and Governance Committee. Donisa started her health-care career as a pharmacy technician in 1984. She has been active in various groups, always promoting social justice and feminist issues.

Gary Caroline is a lawyer with over 30 years of expertise in labour, employment, human rights and international public law.
Gary's innovative thinking and pragmatism are grounded in his many years of obtaining creative solutions in the labour relations context. He is often called upon to offer strategic advice and to lead negotiations for major collective agreements in various sectors, including the health care sector.
Gary is currently PHSA’s appointee to the BC Emergency Health Services Board of Directors.

Bill Chan currently sits on the Board of Directors of Vancity Credit Union, Canada's largest community-based credit union with over 562,000 members and $34 billion in assets. Bill is the Chair of the Audit Committee and member of the Governance and Risk Committees.
Bill has over 25 years of executive management experience with Encorp / Return-It depots in B.C. and was their Senior Vice President and Chief Financial Officer. His career path has focused on building successful programs that bring together financial sustainability while being environmentally and socially responsible.
Bill's formal education includes a Chartered Professional Accountant designation (CPA, CGA) and an MBA from Asia Pacific University. He has also completed the Institute of Corporate Directors designation from the Rotman Directors Education Program.
Bill also volunteers his time with the Chartered Professionals Accountants of BC Board.

Julia Dillabough is currently a Risk Manager in the Emergency Response & Business Continuity team at TELUS. She is also the owner and operator of J3 Adventures.
Julia has a strong commitment to community, serving on the Quesnel & District Chamber of Commerce as a Director for eight years and as President for two years. She was also instrumental in founding the Quesnel Pride Society, serving from 2016 to 2018, and rejoined as President in 2023, continuing to advocate for equity, diversity and inclusion.
Julia brought her expertise in technology and risk management to the role of Director of Technology for the 2024 Lhtako Quesnel BC Winter Games. This came full circle with her experience as an elite hockey player and captain of the women hockey team for the 2000 BC Games. She went on to play at the University of Regina's Women's hockey team, captaining the team in her final year, and completing her hockey career in Europe.
Julia's leadership extends to promoting mental health initiatives and encouraging a healthy, inclusive lifestyle. She leverages her experiences and passion for giving back, supporting others to live their best lives.

Dianne Doyle is a past president and CEO of Providence Health Care. Diane began her health care career as a staff nurse, and in her multiple roles of clinician, educator and senior administrator has maintained a focus on values-based leadership and patient-centred care, quality and safety.
Dianne has a Bachelor of Science in Nursing from the University of Ottawa and a Master's in Nursing from the University of British Columbia. Her health leadership credentials include a certificate in Health Services Management from the Canadian Health Association, a Certified Health Executive designation from the Canadian College of Health Service Executives, a Fellowship in the Canadian College of Health Leaders and certification from the Institute of Corporate Directors.
Dianne’s commitment to a journey of Truth and Reconciliation is reflected in ongoing learning including a certificate in Canadian Indigenous Culture. She is active in her community, supporting many non-profit organizations. She currently serves as Director on the Board of Mothers Matter Centre, Chair of Providence Living, and President of the Registered Nurses Foundation of BC.

Joanna (Jo) Gislason is a leadership advisor and lawyer with expertise in human rights, labour and employment, administrative fairness, and transformative and restorative justice. She was managing partner of a boutique law firm in Vancouver for 10 years before founding her leadership consultancy in Victoria in 2018.
Jo has a Bachelor of Arts with an emphasis in organizational psychology and cultural studies, a Juris Doctorate from the University of Victoria and a Master of Laws in administrative and constitutional law from Osgoode Law School, where she also completed the certificate program in Tribunal and Board Adjudication.
She also holds certificates in mediation (Harvard University and US Department of Justice), leadership coaching (New Ventures West) and restorative justice (Simon Fraser University).

Wii Esdes, Sandra A. Martin Harris
Sandra Martin Harris is from the Wet’suwet’en Nation of the Laksilyu, Little Frog Clan and is a member of the Witset First Nation.
Sandra has worked as an Indigenous community developer, social development advisor, treaty negotiator and planning mentor. She loves community development work, and community and watershed planning, especially in collaboration with Knowledge Keepers, language carriers and youth. Sandra is also an Indigenous Focusing Complex Trauma (IFOT) and Reiki practitioner working with health, social and justice front-line workers. This work helps her provide support for intergenerational trauma, grief and loss, and lifts up land-based approaches for wellness. Sandra is currently a PhD candidate at the University of Northern British Columbia.

Piotr Majkowski is a health care leader with experience from across the sector in clinical care, education, research, and policy. As a registered nurse, Piotr’s clinical experience spans Acute, Tertiary & Community Mental Health and Substance Use, Pediatrics, and Public Health.
As a Nursing Educator Piotr taught Applied Nursing Ethics and Mental Health Practice at Langara College, Douglas College and the University of British Columbia. Passionate for health system improvement, Piotr has worked with multiple international organizations, including the World Health Organization, on projects in the field of social health inequities. Piotr is also strong community advocate and has served on the many boards including community organizations and regulatory bodies.
Today, Piotr works as a Program Director at Providence Health Care. Previously, he has worked with FHA and VCH in clinical and leadership roles. Piotr holds a Masters’ Degree in Public Health with a specialization in Social Inequities from Simon Fraser University.

Gloria Morgan is a former Federal Adjudicator with the Indian Residential School Independent Process. Gloria has worked in many areas including as a RCMP Officer, Lawyer, and was Chief for two terms of Splatsin Indian First Nation. She has served and continues to serve on several local and provincial boards and committees.
Gloria is a Member of the Board of Governors and Chair of Okanagan College. She was a Board Member of Splatsin Tsm7aksaltn Teaching Center and volunteers on many occasions for the Splatsin First Nation. She is currently a member of the North Okanagan Neighbourhood Small Grants Committee. Gloria received her Law Degree from the University of British Columbia.

Gary Pooni
Gary Pooni is president of the Pooni Group. With nearly 30 years of urban planning-related experience, he has spearheaded some of the country's most significant projects throughout Metro Vancouver, Vancouver Island, the Sea to Sky corridor, Alberta and Ontario. His expertise includes strategic guidance, policy planning, public consultation, and entitlement negotiation.
Gary was listed as a "change-maker and power player shaping our world" in Vancouver Magazine’s 2022, 2023 and 2024 Power 50 list. He sits on the board of the Urban Development Institute, both in Vancouver and the Capital Regional District, as well as the boards of the Vancouver Canucks Alumni Foundation and SUCCESS. He also supports Fraser Academy School, Royal Columbian Hospital and New Westminster Secondary School, and his family foundation works on several community initiatives.
Gary holds a master’s degree in environmental design (Planning) from the University of Calgary and a B.A. in Geography from Simon Fraser University and is a member of the Canadian Institute of Planners.

Dr. Morgan Price, MD, PhD, CCFP, FCFP is an associate professor (University of British Columbia, Department of Family Practice, Island Medical Program) and family physician practising in the inner city with under-served populations in Victoria. Dr. Price is an Affiliate Faculty in Computer Science and Health Information Science at the University of Victoria. His research areas include: design, action research, adoption of clinical information systems, and working to improve the health-care system. He is actively developing tools to support team-based primary care as the director of the BC Primary Care Innovation Support Unit. He has developed new methods, such as Team Mapping, to support design and effective adoption of team-based primary and community care.

Richard Short brings extensive experience in finance, accounting, tax, risk management and the forest products industry, gained over a 30-year career as a Chartered Accountant.
Richard is currently the Chief Financial Officer of Mercer International, a role he has held since 2023. Previously he served as Mercer’s Vice President, Controller, and has held senior finance roles at both Catalyst Paper Corporation and The Alderwoods Group.
Richard holds a Bachelor of Arts in Psychology from the University of British Columbia and has been a member of the Chartered Professional Accountants of Canada since 1993.
