PHSA has a unique role in B.C.'s health authority system: to ensure that B.C. residents have access to a coordinated provincial network of high-quality specialized health-care services.
PHSA works in partnership with the province's health authorities and health-care professionals to improve access to evidence-informed practice closer to where people live and to effectively promote health, manage chronic conditions and reduce the burden of illness.

PHSA programs provide care and services through specialized hospitals and centres such as BC Children's Hospital and BC Cancer.
Through BC Emergency Health Services, we oversee the BC Ambulance Service and Patient Transfer Services.
We are also responsible for specialized health services that are delivered in collaboration with regional health authorities through B.C.’s Health Improvement Networks and Provincial Clinical Programs. These programs operate with the shared goal of improving the quality and standard of care across B.C.
They bring provincial expertise and regional leaders together to focus on specific patient populations and the health care delivery services supporting them.
Health Improvement Networks play a crucial role in leading provincial health system performance monitoring and enhancing access to data for health system improvement and research advancement.
Provincial Clinical Programs provide targeted, activity-based funding, organize provincial business processes and direct provincial operational resource plans for direct care delivery in the province.
By planning, coordinating and evaluating specialized health services, PHSA is working with the other health authorities across BC to provide equitable and cost-effective health care for people who need provincial services like cancer treatment, management of a complex mental health problem or cardiac care.
PHSA is driven to deliver the best possible value by providing optimal quality of service to the people we serve at the optimal cost to taxpayers. As part of this mandate, PHSA is responsible for regional and provincial support services including supply chain, digital health and information services, lab medicine, revenue services, employee records and benefits, among others.
PHSA seeks to reduce the cost of these business services and gain efficiencies through consolidation, streamlining and implementation of alternative models such as sharing services with other health authorities.
