The
Health User Participation Agreement is a legal agreement between the “User” or the “Organization” that will be accessing Ocean as part of the Digital Referrals & Orders Program offered by PHSA.
This agreement outlines each party’s responsibilities in relation to system access, privacy, security, and use of the system. An individual with legal signing authority for a receiving site will sign one copy on behalf of all users of their organization during implementation.
All senders of referrals will be presented with the Health User Participation Agreement to sign before they can send their first referral.
The following PHSA policies are provided as resources to organizations and users of the DRO solution, Ocean. If any material changes are made to these policies, all sites using Ocean as part of the DRO Program will be notified in advance of the change.
When users access and use the DRO system some personal information about individual users may be collected and maintained in connection with the patient data that is exchanged. This includes information about an individual user’s use of the DRO system and the dates and details of access (“Usage Data”).
PHSA may use data for its primary use which is to operate the DRO program and its eServices to support users, investigate privacy issues, program management and quality improvement of the DRO program.
PHSA is not authorized under existing privacy legislation to use any data collected for secondary use such as for improving the delivery of health care or carrying out related research activities.
PHSA is responsible for ensuring that its own use or disclosure of usage data and patient data is authorized under Applicable Privacy Laws. A full copy of all data elements collected (when available in the context of information exchange) is included in the
Ocean Data Dictionary.
